On February 9, 2005 Express India reported, "More than 20 years after an estimated 3,000 people were killed in anti-Sikh riots in the national capital, a commission of inquiry today submitted a 185-page report to the government containing findings on whether any political party had organised the riots. Justice G T Nanavati, a retired judge of the Supreme Court, submitted the two-volume report to the Union Home Minister Shivraj Patil after three and half years work. The 70-year old judge, who is also probing the Gujarat riots, firmly refused to give any indication about his findings although recent media reports, which the commission has rubbished, had said that he had given clean chit to the Congress party, which had been accused of having a hand in the anti-Sikh riots after the assassination of Indira Gandhi, the then Prime Minister in October 1984. The commission, which was constituted on May 8, 2000 by the previous NDA government on the complaint of the Sikh community that the Ranganath Commission report did not unravel the entire truth behind the riots, has also recommended ways and means in terms of administrative steps to prevent recurrence of such riots."
