On July 9, 2003 the Contra Costa Times reported that "with nocturnal taxi service virtually nil following two recent shootings of drivers, including one fatal, top city officials on Tuesday proposed several security measures... Officers will begin making random vehicle stops of cabs to check on the well-being of the driver and passengers, particularly at night, said Police Chief Joseph Samuels Jr... Some drivers and other taxi industry workers who attended a City Hall meeting with Samuels, Mayor Irma Anderson and City Manager Isiah Turner on Tuesday welcomed the city's show of interest in their plight but said it will take more to lure the drivers back behind the wheel in any significant numbers... The local drivers, most of whom are Sikhs from the Punjab region of India, say the incidents show an ongoing campaign of violence against them."
