On September 4, 2006 The Electric New Paper reported, "Be prepared. That's the scout motto. Now, for the more than 3,000 scouts here, being prepared will also mean knowing more about other races. The Singapore Scout Association has revised its progress badge scheme to emphasise racial harmony. The scheme is the core syllabus for all scouts aged 12 to 16... The changes to the scouting syllabus were announced by SSA Chief Commissioner Nicholas Tang at the 6th National Scout Lore Quest at Raffles Institution yesterday. The comes just a week after the Education Minister's call to promote regular interaction outside the classroom for multi-racial bonding."
