On November 20, 2002 The KCRA Channel reported that "complaints of civil rights abuses in our California escalated after the Sept. 11, 2001 attacks, and now, the U.S. Commission on Civil Rights is investigating. What does an American look like? And what does a terrorist look like? Those two questions are at the heart of the civil rights concerns raised by a number of groups at a Sacramento hearing Wednesday. And those concerns will soon be in the hands of the President, every senator and each member of congress... the commission decided to hold hearings to gather information about civil rights abuses, and report back to Washington. The commission's final report will be sent to the U.S. Commission on Civil Rights."
