On November 20, 2003 The Vancouver Sun reported that "[newly-elected prime minister] Paul Martin risks disappointing Canadian Sikhs if he demotes Natural Resources Minister Herb Dhaliwal, Canada's first Indo-Canadian federal minister and cabinet's highest-ranking person of colour, a Sikh community spokesman said Wednesday...'There will definitely be a concern that we don't have representation,' [said Manjit Singh of Montreal, acting president of the Canadian Sikh Council]...But Singh said it's too early to assess the potential political fallout if Dhaliwal, who didn't support Martin's leadership bid and openly criticized Martin's organizers, is demoted...Some insiders have speculated that Martin will fire Dhaliwal from cabinet, then replace him with a fresh face from the Indo-Canadian community."
