On May 8, 2003 The Sacramento Bee reported that "Sacramento police officers, taking part in a state-mandated course on racial profiling, are continuing to discuss with community members the results and ramifications of the department's latest traffic stop study. Training instructor Lt. Kevin Gardner, an African American, said he encourages officers in the classes to think about their motives and preconceptions as they enforce the law... In February, a police study revealed that Sacramento city officers stop African Americans at nearly twice the rate of their portion of the driving-age population. The results also showed that Latinos are stopped at a rate roughly matching their percentage of the driving-age population... Members of the Muslim and Sikh communities have spoken at the classes, Gardner said."
