On June 11, 2003 the Wall Street Journal reported that, in 1998, Mr. Grover Norquist "started the nonprofit Islamic Free Market Institute. In collaboration with Mr. [Karl] Rove, now Mr. Bush's chief political adviser, he and other institute leaders courted Muslim voters for the Bush 2000 presidential campaign... Today, Mr. Norquist... has become the leading conduit between Muslim Americans and the Bush administration."
