On September 3, 2002 The Associated Press reported that "a year later [in Portland, Oregon], people who once felt harassed are now more relaxed - in part because neighbors, colleagues, and often total strangers reached out to assure them. But they say the initial fear of bodily harm has turned into a dull uneasiness, causing them to worry about their future in the United States, and in some cases strive to be less noticeable in their communities. Much of that doubt is the result of national security measures implemented by the Bush administration in its 'war on terror.' Other legal changes since the attacks - the Patriot Act of 2001, pending legislation to put stiffer restrictions on students and visitors, and enforcement of an old law requiring immigrants to inform the government each time they move - have also contributed to a feeling of insecurity. Some immigrants say they are hesitant to apply for citizenship because it will put them in the government's spotlight."
