On December 17, 2002 The Orange County Register reported that "at least 22 men from Arab or Islamic countries were arrested Monday as they went to the Immigration and Naturalization Service's Santa Ana office to register under a new program aimed at improving screening of foreign visitors in the wake of the Sept. 11, 2001, attacks, police officials confirmed... The men were among an estimated 7,200 foreigners who have been ordered to register with the INS under the National Security Entry-Exit Registration System - the immigration agency's first step toward a system for monitoring all visitors... Under the program, all male visitors age 16 and older from Iran, Iraq, Libya, Sudan and Syria were ordered to register in person with the INS by Monday. Men from 13 other countries must register by Jan. 10, and Attorney General John Ashcroft added Saudi Arabia and Pakistan to the list Monday."
