On April 6, 2004 the North County Times reported, "Neighbors of a proposed Buddhist temple were out in force at Tuesday's Bonsall Sponsor Group meeting to show their opposition to the project and to listen to a report from the county health department on the proposal. The three-page health department report states that the nonprofit group applying for a major-use permit to build the temple must address a number of health issues in its application. Those issues include how kitchen and laundry wastewater would be handled, whether visitors would be served food and how long visitors would stay. The applicant must also provide information on the location of water and other utility lines, the report stated. Discussion of the report was still going on at press time."
