On July 3, 2003 The Associated Press reported that "a federal appeals court found that the government can bar a Muslim leader from re-entering the United States, and said a district judge lacked jurisdiction to permit the man's return... The decision Wednesday by the 7th U.S. Circuit Court of Appeals reversed the lower court's ruling that would have allowed Sabri Samirah, head of the United Muslim Americans Association, to return to the United States for an immigration hearing after a visit to Jordan... Federal officials have not specified why they consider Samirah a threat... U.S. District Judge James B. Moran ruled in March that the government had acted improperly in barring Samirah."
