On September 22, 2003, CNN reported that The White House "has eased barriers that have kept faith-based organizations from receiving federal money for programs that help needy Americans. Four regulatory actions announced last December were finalized, and six new regulatory or policy changes were proposed, said Jim Towey, director of President Bush's Office of Faith-Based and Community Initiatives. " The Initiatives allow programs to use faith as a hiring criterion, but critics question whether the programs amount to a government endorsement of religion.
