Four regulatory actions announced last December were finalized, and six new regulatory or policy changes were proposed, said Jim Towey, director of President Bush's Office of Faith-Based and Community Initiatives. " The Initiatives allow programs to use faith as a hiring criterion, but critics question whether the programs amount to a government endorsement of religion.
