On September 7, 2005 the Islamic Republic News Agency reported, "European Union Commissioner for Justice and Security, Franco Frattini, called Wednesday for an open dialogue with the Muslim world to fight terrorism. 'We must uncover the root causes of violent radicalisation and recruitment to the armies of terror. We need an open dialogue with religious communities, and of course with the Arab and Moslem worlds, to find a common ground of values, a genuinely universal sense of citizenship to which we are all called to belong,' Frattini told the European Parliament in Strasbourg during a debate on terrorism. He said the Commission, the EU's executive, will address the issue of international cooperation in the fight against terrorism in a report to be adopted on 21 September."
